The Former President's Progressive Alarm Overlooks The Continent's Real Threat: Economic Stagnation.

Donald Trump's security policy document offers a flawed view of the European Union. It claims that open-border policies and so-called "woke" policies pose an grave risk to the continent's identity. However, this argument rests on a serious misreading of the situation. The true challenge facing the EU is not societal but technological and economic backwardness.

A Glaring Economic Divide Separating Europe and the US

Statistics paint a sobering picture. Between 2008 and 2023, US GDP surged by eighty-seven percent, compared to a paltry thirteen and a half percent increase for the EU. Over this time, European income per person dropped from 76.5% to just 50% of the American figure. Remarkably, even Mississippi now boasts a higher per capita income than several leading European economies like Italy and France.

Currently, about 50% of the world’s top fifty technology firms are American, while a mere four are from Europe.

The Innovation Deficit: The Core Question

This widening disparity stems from stronger productivity growth in the United States, fueled by technological innovation and better use of resources. The scene of world technology dominance is decidedly US-centric. In the last five decades, hundreds of American startups have grown into enterprises valued at more than $10bn, compared with only fourteen in Europe.

This disparity prompts a pressing question: In the race for future industries like semiconductors, AI, and quantum computing, what is Europe positioned? Most analysts concede it is essentially a two-horse race involving the US and China, with European nations entering at a clear disadvantage.

Root Causes of Europe's Innovation Gap

Several key factors account for this innovation chasm.

  • Venture Capital: The United States has a much more robust and more dynamic network for funding startups. The EU has yet to establish a true unified investment market, which caps the growth potential of new firms.
  • Regulatory Fragmentation: Excessive and fragmented rules hinder Europe. A American entrepreneur can launch a service under a single regulatory framework to access a market of hundreds of millions. The EU, despite a larger population, is divided among twenty-seven separate systems, creating significant market obstacles.
  • Cultural Attitudes: Attitudes toward entrepreneurial failure differ sharply. In some EU nations, business failure was once viewed with stigma, whereas in the United States, it is often seen as a valuable lesson.
  • Defense Spending: The United States enjoys a deeply integrated academic-military-industrial complex. Europe's chronic underinvestment in defense has eroded its capacity for pioneering research.

The Road Ahead: Reasons for Hopefulness

In spite of these hurdles, there are reasons for hope. Policymakers are growing more conscious of the severe threat and have started to propose serious reform. Notable analyses on EU competitiveness and the internal market point to the need for major reforms.

With the right policies and rule changes, these assets might enable far greater degrees of business-led breakthroughs.

The continent retains significant strengths: skilled workforce, excellent schools and universities, and world-class research institutions. Alongside a large internal market and high savings rates, these foundations could trigger a new wave of venture creation.

Crucially, even if the EU does not become the leader in creating cutting-edge technologies, it can still significantly increase productivity by adopting and adapting innovations from elsewhere.

A Critical Juncture

Europe now stands at a decisive crossroads. As the saying goes, economic erosion often happens "slowly, then all at once". To date, Europe's slide in innovation has been steady. But, without decisive action to address its structural weaknesses, today's gradual weakening could turn into a rapid and permanent decline in global economic relevance.
