Based on a new poll of municipal councils, UK councils are preparing to offload social clubs, athletic facilities, and retail spaces as they rely on a fire sale of assets to stabilize finances.
Growing Fiscal Pressures Prompt Asset Sales
A coalition of councils representing second-tier cities in the UK reported that 60% of local authorities are intending to dispose of properties to cover the rising costs of social services for vulnerable individuals.
Councils have in the past come under fire for selling playing fields and land to support their finances, but they argue they must proceed to raise vital cash from property disposals or face insolvency.
The group noted that a significant number of councils attempting to generate funds from a fire sale of holdings marked “a distinct shift from 2024, when the largest share (six in ten) of municipal officials stated they would focus on service redesigns and utilising savings to manage increasing fiscal pressures.”
Detailed Cases of Planned Sales
Medway Council in Kent said its property management strategy included the sale of a shopping centre in Rainham and a community venue in Rochester to raise 20 million pounds over five years.
- A local golf course and business parks owned in two English counties, which all provide rental income for Medway council, will additionally be disposed of under the plan.
Local Levy Increases and Wider Fiscal Strains
The survey of local authorities in the coalition, which covers several urban centers, further found that more than 70% of councils will have to increase local levies next spring to cover the rising cost of essential services, higher levels of homelessness, and a longstanding housing shortage.
The authority explained it will proceed with asset sales after steep rises in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and short-term housing.
“We are taking innovative approaches but some of these require time to achieve both improved services and financial savings,” said Vince Maple.
He continued: “We face demographic pressures which will persist to increase the pressures we have. As a unitary authority, we had a drastic reduction in our central funding from 2010-24, which is extremely difficult.”
National Trends and Projections
A survey of regional authorities recently further found local finances being strained by the growing number of young people and adults needing Send support.
A network of councils said that local shortfalls will reach 4.4 billion pounds a year by 2029, as they grapple to manage rising needs.
Ministers have delayed planned reforms to the Send system until next year after a policy document setting out those changes has been postponed.
Deprivation and Financial Shortfalls
Based on the most recent indices of deprivation (the Index of Multiple Deprivation) covering UK local authorities, many participating urban areas were included in the most deprived in England.
- “Participating urban centers like several major towns rank in the most deprived 30 across the country under the latest deprivation indices,” noted the report.
“Although only one key city is in the ten most deprived for disadvantaged communities nationally, cities are much more prone to be in the worst-off 20% of England. The figures highlights the extent of difficulties facing local leaders across key cities in the next twelve months,” the analysis added.
“Local government leaders have been explicit about the necessity for a equitable and lasting funding system that reflects and addresses the actual extent of disadvantage and demand,” stated Michael Mordey.
“Lacking this, local authorities will continue to face impossible choices around which vital provisions to fund, and which to reduce, to the detriment of their communities.”
A fifth of local authorities have reduced or weakened care services in the last year, the survey found.
